This is two layers of a failed print, and you are looking at the bottom layer. Here is a picture that I think illustrates it pretty well. I'm not sure if it's under-extrusion, or maybe infill overlap. I feel like I have calibrated z offset perfectly, and I get nice adhesion to the bed without squishing, but also without lift-off.
